New Zealand’s Hazardous Substance Classification Is Changing – What You Need to Know Before 30 April 2025 ...
New Zealand is finalising its transition to the Globally Harmonised System of Classification and Labelling of Chemicals (GHS 7).
This international system standardises how hazardous substances are classified and communicated on labels and Safety Data Sheets (SDS).
It becomes mandatory in New Zealand from 30 April 2025, with no further grace period beyond this date.

What this means for YOU!
From 30 April 2025:
- All hazardous substances must be labelled and classified under the GHS 7 system.
- Safety Data Sheets (SDSs) must be up to date and reflect the new GHS 7 classifications.
- Old stock with outdated labels must either be relabelled or accompanied by the latest GHS-compliant label.
Key points to remember
- 4-Year Transition Period Ends Soon
GHS 7 was adopted in April 2021. Businesses have had four years to update their hazardous substance classifications, labels, and SDSs. This transition period ends 30 April 2025. - No Exceptions for Old Stock
There is no additional grace period for old stock. Any hazardous products in storage after 30 April must have GHS 7-compliant labels and SDSs. - What to Do If You Still Have Old Labels
If your products still have old labels, you can download the latest compliant versions from manufacturers or suppliers, print them, and attach them to the product. This will keep you compliant. - Keep Workers Informed
